EU Cross-Border Healthcare Rights

As an EU Resident, You May Be Entitled to Have Your Medical Treatment in Cyprus Funded by Your Home Country's Health Insurance

Most patients don't know this right exists. MediHab does — and we help you use it.

What Is EU Cross-Border Healthcare?

Under EU law, every resident of an EU member state has the legal right to receive medical treatment in any other EU country. Depending on your route, your home country's health insurance may cover part or all of the cost. This right is established under two legal frameworks:

Route 1

The S2 Form

Social Security Regulations

Best for:Planned treatment where your home country cannot provide it within a medically acceptable timeframe
Coverage:Public and contracted private providers in Cyprus
Payment:Mostly covered directly — you pay little or nothing at point of treatment
Reimbursement:Full reimbursement at Cyprus treatment tariffs
Prior authorisation:Required before you travel — must be applied for through your national health insurer
✓ Potentially the strongest financial protection
Route 2

Directive 2011/24/EU

Patient Rights Directive

Best for:Any planned or unplanned treatment at any public or private provider in Cyprus
Coverage:Any licensed public or private healthcare provider in Cyprus
Payment:You pay upfront at Cyprus rates, then claim reimbursement
Reimbursement:Reimbursed up to the amount your home country would pay for the same treatment
Prior authorisation:May be required depending on treatment type — check with MediHab first
✓ Maximum provider choice and flexibility

Which Countries Get Prior Cost Estimates?

Residents of These Countries Can Request a Written Cost Estimate Before Committing to Treatment

Under the Patient Rights Directive, residents of the following countries can request prior notification — a written estimate of how much their home country will reimburse — before they travel. This means no financial surprises.

If your country is on this list, MediHab will request your prior cost estimate as part of your standard consultation — at no extra charge.

How MediHab Navigates This For You

We Do The Hard Work. You Focus on Your Health.

1

We review your treatment need and home country insurance status

2

We determine whether Route 1 (S2) or Route 2 (Directive) produces the better financial outcome for your specific case

3

We identify the right licensed provider in Cyprus for your procedure

4

We obtain procedure costs and map them against your home country reimbursement schedule

5

We prepare your documentation and guide you through prior authorisation if required

6

We coordinate every practical aspect of your journey — from first appointment to follow-up care at home

Important: What Affects Your Reimbursement

Things You Must Know Before You Proceed

Reimbursement under the Directive is only possible if the treatment is covered by your home country's health insurance scheme

If prior authorisation is required and you travel without it, your costs will not be reimbursed

You will usually pay treatment costs upfront under the Directive route and claim reimbursement afterwards

MediHab will assess your specific situation and tell you exactly what applies to your case before you commit to anything

Not an EU Resident? UK Residents — Your Options Are Different But Still Available

Following Brexit, EU Directive 2011/24/EU no longer applies to UK residents. However, UK residents may still access planned treatment abroad through the NHS S2 Scheme under specific clinical conditions. Private self-pay treatment in Cyprus is also available at significant cost savings versus UK private rates.
