Your Rights Under EU & UK Cross-Border Healthcare Regulations

Understanding your healthcare entitlements and legal protections when seeking medical treatment abroad

Important Notice — UK Residents and EU Legislation

Following the United Kingdom's exit from the European Union, EU Directive 2011/24/EU on Cross-Border Healthcare no longer applies to UK residents. UK residents cannot claim reimbursement under the EU Directive framework. The pathways described in this section apply specifically to NHS-based arrangements that remain available to eligible UK residents seeking planned treatment abroad.

Your Options as a UK Resident

UK residents may access planned medical treatment abroad through one primary NHS pathway — the S2 Scheme — or choose to pursue treatment on a private self-pay basis.

The NHS S2 Scheme

The S2 Scheme may allow eligible UK residents to receive planned medical treatment in another EEA country or Switzerland, where the NHS is unable to provide the same treatment within a medically justifiable timeframe.

Key conditions that apply:

  • The process must be initiated by a GP or NHS consultant, not by the patient directly. Your clinical team must confirm that the treatment cannot be provided domestically within an acceptable waiting period given your clinical circumstances.
  • Prior authorisation from the NHS is required before you travel — treatment received without prior authorisation will not be covered.
  • If your application is approved, the NHS covers treatment costs directly with the overseas provider. You will not pay at the point of treatment.
  • The overseas provider must be operating within that country's public healthcare system or be an approved provider under the S2 framework.

The S2 Scheme is not a routine or widely available entitlement. It is granted in specific, documented clinical circumstances. If you believe you may be eligible, speak with your GP or NHS consultant in the first instance.

Private Self-Pay Treatment Abroad

UK residents may choose to access treatment abroad on a private self-pay basis. In this case, no NHS funding, reimbursement, or prior authorisation is involved. You pay the cost of treatment directly to the overseas provider.

This route offers flexibility in provider choice, timing, and destination country. For many treatments — including orthopaedic surgery, thyroid surgery, and certain specialist procedures — costs in Cyprus and other European countries can be significantly lower than equivalent UK private rates, without compromising clinical quality.

MediH@b can help you understand your options, access licensed and accredited providers, and coordinate all practical aspects of your journey.

There is no NHS reimbursement available for private self-pay treatment abroad for UK residents. Do not proceed under the expectation of reimbursement unless you have received explicit written confirmation of an approved S2 authorisation from the NHS.

A Note for Northern Ireland Residents

Cross-border healthcare arrangements for residents of Northern Ireland may differ from those applicable to other UK residents, particularly in relation to accessing healthcare in the Republic of Ireland. Northern Ireland residents should seek specific guidance from their GP or Health and Social Care (HSC) trust regarding the options available to them before making any arrangements.

Prior Authorisation — What It Means in Practice

For UK residents pursuing the S2 route, prior authorisation is non-negotiable. Travelling without it means the NHS will not cover your costs.

Prior authorisation is particularly relevant for:

  • Hospital-based treatments requiring an overnight stay.
  • Highly specialised or complex medical interventions.
  • Procedures involving advanced medical infrastructure or technology.

If you are unsure whether your treatment requires prior authorisation, contact NHS Overseas Healthcare Services or speak with your GP before making any bookings.

Official Guidance

UK residents seeking information on NHS overseas healthcare entitlements should contact:

  • NHS Overseas Healthcare Services — for S2 prior authorisation guidance and eligibility queries.
  • NHS England International Healthcare Team — for planned treatment referral processes.
  • Your GP or NHS consultant — who must initiate any S2 referral on your behalf.

MediH@b can provide coordination support and connect you with licensed overseas providers, but cannot apply for S2 authorisation on your behalf. That process must be initiated through your NHS clinical team.

MediH@b's Role

MediH@b acts as an independent medical travel coordination facilitator. We provide information, coordination assistance, and access to licensed and accredited healthcare providers abroad. We do not make clinical decisions, determine NHS eligibility, or process NHS prior authorisation applications.

All medical services are provided directly by licensed healthcare institutions. MediH@b's role begins once your clinical and funding pathway has been established, and continues through every practical aspect of your journey.
